Responsible gaming and player protection initiatives are becoming increasingly common in many regulated markets. The new Italian regulations demonstrate a strong commitment to building a safer online gaming environment.

Today we see more stringently enforced spending limits, additional restrictions for the 18–24 age group, tougher action against unauthorized sites, and expanded self-exclusion requirements to ensure greater protection for players.”

To affirm it on the pages of PressGiochi MAG, is Francesca Badon is Senior Account Manager at GLI, dedicated to certification and compliance for regulated gaming. Thanks to her in-depth knowledge of European and international regulations, Francesca helps her clients address new challenges, offering strategic and operational support. Her experience in multiple jurisdictions allows her to manage the various complexities with a special focus on Italian, online, and land-based regulations.

Online gaming platforms—as envisaged in the new tenders—must meet increasingly stringent security and compliance standards to ensure players enjoy a safe and reliable experience. Do you believe the new regulations introduced in Italy adequately address these needs? What are the most innovative aspects?

Responsible gaming and player protection initiatives are becoming increasingly common in many regulated markets. The new Italian regulations demonstrate a strong commitment to building a safer online gaming environment.

Today, we see more stringent spending limits, additional restrictions for the 18–24 age group, tougher action against unauthorized sites, and expanded self-exclusion requirements to ensure greater protection for players.

The most innovative aspect is the use of advanced technologies such as artificial intelligence to monitor player behavior and secure data storage, protecting integrity and trust. These measures not only protect players, but also position Italy as a leader in creating a sustainable and future-proof gaming ecosystem.

How were the Verification Bodies involved in the development of the new standards?

The new regulatory framework in Italy was developed taking into account the Regulator's positive experience in supervising the VLT market. Throughout the process, the Regulator demonstrated a willingness to engage with industry stakeholders, gathering feedback on both the general principles of the previous framework and the drafts of the new regulation. At the same time, it clearly maintained its independence in defining the fundamental pillars of the updated system.

GLI continuously supports regulators globally, but specific details are not shared publicly. Generally, open communication and opportunities for discussion are established during these processes, allowing us to fully understand the new requirements and better support our clients in adapting.

Our involvement isn't limited to the feedback phase: we continue to contribute by offering specialized expertise, conducting regular audits, and ensuring that authorized operators meet the highest standards. In this way, we act as an independent testing laboratory, helping to ensure the framework remains effective, applicable, and future-proof.

What are the main difficulties that ODVs face during the verification phase?

The verification phase presents new challenges, starting with the expansion of the certification scope, which now covers all technical aspects of the platforms, including communication protocols with regulatory systems and betting products. With the increasing complexity of the platforms and the frequency of updates, ongoing collaboration between operators and certification laboratories will be necessary.

This represents a shift towards ongoing cooperation, on an unprecedented scale, which entails greater responsibility on both sides. For operators, the new regulatory framework makes it crucial to collaborate with a reliable and competent testing partner to ensure compliance, protect players, and maintain business continuity.

Are there still any critical points in the standard that could constitute a “weak point”?

"Naturally, any change, especially those that introduce innovation, can initially seem challenging until the industry gains a solid understanding. What's important is that operators and suppliers aren't left to navigate this journey alone."

What are the specific challenges posed by the proposed game on the metaverse?

The inclusion of the metaverse in Italian gaming regulation highlights the country's commitment to player protection, both now and in the future. Metaverse platforms, previously outside the reach of regulators, are now receiving significant attention, marking a decisive step towards a future-proof regulatory framework and positioning Italy as a pioneer in addressing emerging challenges.

Ensuring adequate authentication while protecting personal data will require robust technical solutions. The rapidly evolving nature of these platforms requires ongoing monitoring and verification to maintain security, compliance, and a safe and reliable gaming experience for all players.

Are there any substantial differences between the Italian system certification method and those adopted in the European area?

Across Europe, regulators implement certification regimes tailored to their markets, shaped by available resources and public priorities. This naturally leads to differences in approach, with each country interpreting and applying technical standards independently.

Thanks to GLI's local presence in Italy and our experience in multiple jurisdictions, we can effectively manage local specificities and support operators and suppliers in entering different markets efficiently and safely."
